Summary

SNAP Time Limits for Able-Bodied Adults Without Dependents restricted able-bodied adults without dependents to a maximum of three months of SNAP participation within a 36 month period if they did not work or participate in a workfare program for at least 20 hours per week.

The program applied to individuals who were age 18 to 49 years, lived in households without children, were not pregnant, and were not identified as unfit for work. Prior to the program, some states had received waivers for the time limit requirements, and the program was implemented by removing these waivers. Usual services provided to participants through state SNAP Employment and Training programs varied by state in the services provided, whether and for whom such services were voluntary or mandatory. States also varied in sanctions for non-compliance with work requirements. 

The program was implemented in Colorado, Missouri, and Pennsylvania.
